US Officials Commend Syrian Efforts to Modernize Labor Law

U.S. Senators Jeanne Shaheen and Joni Ernst, along with Representative Joe Wilson, have formally praised the efforts of the Syrian Ministry of Social Affairs and Labor to modernize the country’s labor legislation. In a joint statement released on Saturday, the officials highlighted the significance of this initiative in advancing the nation’s development trajectory.
The U.S. officials specifically acknowledged the leadership of Minister of Social Affairs and Labor, Hind Kabawat, in spearheading the modernization of labor laws that have been in effect for decades. The officials noted that the reform process is being conducted through a participatory approach involving experts and relevant stakeholders, ensuring that the updated framework aligns with contemporary requirements.
According to the statement, which was communicated by the U.S. Senate Committee on Foreign Relations, the legislative update is the result of extensive consultations aimed at ensuring the law remains relevant and effective. The officials expressed their anticipation for swift action once the draft law is formally referred to the People’s Assembly. They further emphasized that this development represents a fundamental step toward enhancing the local work environment in accordance with international standards.
The statement also drew a connection between these legislative efforts and the potential for support from the U.S. International Development Finance Corporation (DFC) for projects within Syria. The officials clarified that U.S. law mandates specific conditions for supporting development projects in any country, which include taking concrete steps to adopt and implement laws that guarantee internationally recognized labor rights.
Furthermore, the statement underscored that providing support for projects in Syria through the DFC could effectively assist the Syrian people in building a more prosperous and secure future, helping them overcome the repercussions of war and the conditions the country has faced over several decades.
This legislative development follows comments made by Minister Hind Kabawat during the SYNC’26 conference on Friday. During the event, Kabawat reaffirmed the ministry’s commitment to amending the 2010 Labor Law. She explained that the amendment process is being carried out in continuous coordination with labor unions, workers, and employers. The goal of this collaborative effort is to draft a balanced law that meets the needs of the current labor market while safeguarding the rights of all involved parties, in alignment with Syria’s ongoing economic and social transformations.
