Raqqa Civil Defense Concludes Specialized Water Rescue Training
Emergency response teams in the Raqqa governorate have successfully concluded a specialized 10-day training course focused on water rescue operations. The program was organized by the local Civil Defense under the Directorate of Emergency and Disaster Management, aimed at enhancing the readiness of personnel to address the rising number of drowning incidents and water-related emergencies in the region.
The training involved 13 participants, including 11 members from the Raqqa Directorate of Emergency and Disaster Management and two specialists from the Al-Hasakah governorate. This collaborative effort was designed to standardize rescue protocols and improve the speed and effectiveness of intervention teams when responding to distress calls in local water bodies, particularly the Euphrates River.
The comprehensive curriculum was divided into two primary segments: theoretical instruction and practical field application. During the theoretical phase, conducted at the Directorate’s headquarters in Raqqa, participants received intensive training on the fundamental principles of water rescue and diving. The sessions covered the professional use of diving equipment, the importance of safety protocols, identification of aquatic hazards, and advanced techniques for managing emergency situations during active rescue missions. Instructors emphasized the critical nature of decision-making and safety measures required to protect both the responders and the individuals in distress.
The practical segment of the course, which took place along the banks of the Euphrates River, moved beyond classroom theory to focus on high-stakes skill development. Rescuers engaged in rigorous physical training, including daily swimming drills to ensure peak fitness. Specialized exercises included vertical free diving, the use of SCUBA equipment for submerged search operations, and simulated recovery missions using anthropomorphic dummies. These simulations were specifically designed to help the trainees build confidence, manage high-stress environments, and master the technical procedures required for locating and extracting individuals from deep or flowing water.
This training initiative is part of an ongoing strategy to bolster the capacity of the Syrian Civil Defense across all provinces. By focusing on specialized rescue skills, the Directorate seeks to improve overall field response times and, ultimately, increase survival rates during water-based emergencies.
In recent months, authorities have noted a significant increase in drowning incidents across the Euphrates River and other regional water bodies. Despite ongoing warnings issued by the Directorate of Emergency and Disaster Management urging citizens to avoid swimming in unauthorized or dangerous areas, the number of accidental drownings—which have included children—has remained a persistent challenge. Officials hope that the enhanced preparedness of these trained teams will mitigate the impact of such incidents and provide a more robust safety net for the local population.
