Syrian Foreign Ministry Showcases MOFA SY Digital Appointment System

As part of its ongoing commitment to digital transformation and the enhancement of diplomatic and consular performance, the Syrian Ministry of Foreign Affairs and Expatriates showcased the “MOFA SY” electronic booking and appointment system during the 63rd Damascus International Fair. This initiative aims to streamline procedures for Syrian citizens both domestically and abroad, fostering greater efficiency and transparency in alignment with modern digital requirements.
Nariman Primo, Head of the Ministry’s Electronic Services Department, explained that “MOFA SY” serves as an integrated digital interface connecting the ministry with the Syrian diaspora worldwide. She noted that the primary objective is to organize appointments at diplomatic missions, ensuring that consular transactions are completed with ease and convenience. Primo highlighted that integrating the booking system with the ministry’s internal consular software has significantly reduced transaction times to just a few minutes. Because data is now pre-verified, citizens only need to provide proof of identity to finalize services such as power of attorney, attestations, or passport issuance.
Regarding the application’s operational mechanism, Primo stated that the process begins with the creation of a personal account, which is linked to the civil registry system to verify the accuracy of user information. Through the application, users can select their country, the specific diplomatic mission, the required service, and their preferred appointment time. To enhance efficiency, the application features a QR code on the booking form. This allows authorized staff to verify appointments and direct citizens to the appropriate department, directly contributing to reduced congestion within missions and ensuring the equitable distribution of services.
Beyond appointment scheduling, the application includes several supplementary features. These include a “Transactions Guide,” which outlines the requirements, necessary documentation, and fees payable in the local currency of the citizen’s country of residence. Additionally, the “Silah Platform” provides a direct communication channel between the central administration and citizens for inquiries regarding consular issues or emergencies, while the “My Transactions” section allows users to track the status of their passports electronically.
These advancements are part of a broader series of systems developed by the ministry, including automated call systems, e-recruitment, consular service platforms, and electronic stamps, all designed to facilitate comprehensive digital transformation. The “MOFA SY” application was officially launched in November 2025 across international digital stores and is now active at all Syrian diplomatic missions worldwide, underscoring the ministry’s pursuit of transparent and rapid service delivery for Syrian expatriates.
