New Solar Energy Tender Announced for Damascus Central Administration
The General Establishment for Supply and Procurement has officially announced an internal tender, numbered 102-E-2026, for the procurement and installation of a solar energy system. The project is designated for the central administration building serving both the Ministry of Energy and the General Establishment for Geology and Mineral Resources. This initiative is part of broader efforts by Syrian public institutions to increase reliance on renewable energy sources within government facilities.
The deadline for submitting bids has been set for the end of the official working day on Sunday, October 11, 2026. According to the tender requirements, submissions must be organized into three separate envelopes: identity documentation, a technical proposal, and a financial proposal. Interested parties must include a receipt for an initial bid bond of 350,000 Syrian pounds; any bids submitted without this required documentation will be rejected.
Regarding contractual obligations, the General Establishment for Supply and Procurement has stipulated that the project completion period is 21 calendar days, effective from the date of the commencement order. A delay penalty will be applied at a rate of 0.001 of the total contract value for each day of delay, provided that the total penalties do not exceed 20% of the contract’s total value. Furthermore, bidders are required to maintain the validity of their offers for 60 calendar days, starting from the day following the end of the bid submission period. The final performance bond is set at 10% of the total contract value.
The installation will take place at the central administration building located in Adra, at the Hfeir junction. The tender dossier is available for purchase at a price of 50 US dollars, with the option for electronic payment available through the “Sham Cash” platform.
This project aligns with ongoing efforts to support energy infrastructure across Syrian public institutions and to implement sustainable solutions to address current challenges within this critical sector. The General Establishment invites interested parties to visit its headquarters in Damascus—located at the former General Organization for Free Zones building—to obtain the tender specifications and review the detailed technical requirements.
