Tender Announced for Polymer Supply to Homs Water Treatment Plant
The General Authority for Supply and Procurement has announced a second call for internal bids to secure a supply of polymer for the Ministry of Energy, specifically designated for the Homs wastewater treatment plant. This initiative is part of ongoing efforts to ensure the continued operation of vital infrastructure in Homs governorate, in accordance with the technical specifications and conditions outlined in the tender documents.
According to the official announcement, the tender is registered under number (090-E-2026) and is dated September 14, 2026. The tender requires an initial deposit of 900,000 Syrian pounds. The final performance bond is set at 10% of the total contract value, which must be paid within 30 days to the requesting entity.
Regarding contractual obligations, the supply period has been fixed at 120 calendar days starting from the date of the commencement order. The terms stipulate a delay penalty of 0.001 (one per thousand) of the material value for each day of delay, provided that the total penalty does not exceed 20% of the contract value. Bidders are required to maintain their offers for a period of 90 calendar days, beginning the day after the bid submission deadline.
The tender process mandates that bids be submitted in three separate envelopes, placed together within a single sealed and signed package addressed to the General Authority for Supply and Procurement. The first envelope must contain supporting documentation and the initial deposit receipt, while the second and third envelopes must contain the technical and financial offers, respectively. Bids failing to meet these requirements will not be accepted.
The deadline for bid submission is the end of the official working day on Monday, September 21, 2026. Submissions must be delivered by hand to the General Authority for Supply and Procurement office in Damascus, located at the former General Organization for Free Zones building. Interested parties may obtain the tender documentation file for a fee of 50 US dollars, with an electronic payment option available via the “Sham Cash” account.
