Syria and Spain Discuss Strengthening Development Partnerships

Qutaiba Qadish, Director of the International Cooperation Department at the Syrian Ministry of Foreign Affairs and Expatriates, has held official talks in Madrid with Carmen Magariños Casal, Director General for the Middle East and North Africa at the Spanish Ministry of Foreign Affairs.
The meeting was held as part of ongoing efforts to bolster bilateral cooperation and explore new avenues for developing partnerships focused on national recovery. A primary focus of the discussions was the review of existing cooperation mechanisms, with both sides emphasizing the necessity of shifting the current model of support. The officials agreed on the importance of moving beyond purely humanitarian aid and fragmented projects toward the adoption of sustainable, long-term development partnerships.
During the deliberations, both parties confirmed that such partnerships should align with the national recovery priorities established by the Syrian government. These efforts are intended to support the rehabilitation of critical infrastructure and strengthen the institutional capacities of various Syrian sectors.
The Syrian side highlighted the pivotal role of the government in defining these national priorities and coordinating international efforts. This leadership is viewed as essential to ensuring the effectiveness of implemented projects and guaranteeing that they accurately address the actual development needs on the ground.
Furthermore, the discussions explored ways to leverage Spanish technical expertise. Specifically, the talks addressed the potential contributions of the Spanish Agency for International Development Cooperation (AECID) and the International and Ibero-American Foundation for Administration and Public Policies (FIAP).
The meeting concluded with an agreement on the importance of developing direct and effective coordination channels between the two sides. The objective of these channels is to translate available opportunities into practical development programs and projects. This process will be carried out in close coordination with the relevant Syrian ministries and institutions to ensure the continuity of these projects and to achieve a tangible, positive impact on the path toward national recovery.
