Tender Announced for Medical Supplies at Latakia University Hospital
The General Establishment for Supply and Procurement has announced a new internal tender aimed at securing essential daily pharmaceutical needs, specifically oncology medications (List 4), for the Ministry of Higher Education and Scientific Research, designated for Latakia University Hospital. This initiative is part of ongoing efforts to ensure the consistent availability of medical and pharmaceutical supplies for the ministry’s healthcare facilities.
The tender, officially recorded as 103-E-2026, was announced on September 22, 2026. According to the institution’s financial and legal terms, bidders are required to provide an initial security deposit of 1,107,750 Syrian pounds to be eligible. Furthermore, the successful bidder will be required to provide a final performance bond equivalent to 10% of the total contract value, payable within 15 days of the contract award.
The contract specifies a maximum execution period of three months, beginning from the date of the formal work commencement order. A delay penalty has been established at 0.001 (one-thousandth) of the value of the materials for each day of delay, provided that the total penalties do not exceed 20% of the total contract value. Additionally, bidders are bound by their offers for a period of three months, starting from the day following the deadline for bid submissions.
Regarding the submission process, the authority mandates that all documents must be presented in three separate envelopes—containing the supporting documents, the technical offer, and the financial offer—housed within a single sealed envelope. This outer envelope must be addressed to the General Establishment for Supply and Procurement and clearly marked with the tender number and date. The authority has emphasized that any offer failing to include the receipt for the initial security deposit within the first envelope will be rejected.
Interested parties may obtain the tender documentation from the General Establishment for Supply and Procurement office in Damascus (formerly the Free Zones Corporation building) for a fee of 50 US dollars, with an electronic payment option available via the “Sham Cash” account. The deadline for the submission of bids is the end of the official working day on Sunday, October 11, 2026. All bids must be delivered in person to the institution’s headquarters in Damascus.
