Syrian Finance Ministry Resolves Thousands of Military Pension Files
The Syrian Ministry of Finance has announced the completion of 74,421 files belonging to military retirees who retired after 2011, as well as their eligible heirs whose pension payments had been suspended. The Ministry confirmed that it has finalized verification procedures, data matching, form completion, and biometric fingerprinting, with all relevant files now transferred to the appropriate authorities.
In a statement released via its Telegram channel, the Ministry provided details on the status of beneficiaries who have yet to complete the required steps. This includes 4,071 individuals who have not yet attended appointments for fingerprinting and 11,986 people who have not finished filling out the mandatory forms. Furthermore, the Ministry noted that 24,830 individuals could not be linked via the dedicated electronic platform, citing either incorrect data entry by the beneficiaries or missing information within the records of the General Organization for Social Insurance.
Separately, the Ministry revealed that it received a file from the General Organization for Social Insurance involving 1,833 individuals whose pensions had been previously suspended. These individuals have since received their payments outside the platform, as the institution had initially lacked information regarding the original cause of their suspension.
Providing a breakdown of the total volume of cases processed, the Ministry stated that it had engaged with 139,539 cases in total. This figure comprises 71,443 military retirees from the post-2011 period, 21,009 heirs, 159 high-ranking officials, and 503 individuals previously detained for security reasons. Additionally, 46,425 cases were classified as “undetermined” due to incomplete documentation or missing form data.
For those still facing interruptions to their pension payments—whether due to data matching errors, form issues, or biometric registration—the Ministry has issued an invitation to visit any branch of the General Organization for Social Insurance starting Sunday, August 30, 2026. Staff at these branches will be tasked with resolving these cases, capturing fingerprints, and forwarding the files to the relevant authorities for evaluation.
The Ministry emphasized that it is not a security or judicial body and does not hold the authority to evaluate, accept, or reject applications. All files are currently held by the relevant security and military authorities for final review.
This update follows circulars issued by the Ministry of Finance last March regarding the allocation procedures for military and civilian pensions, including for those who retired after April 2011 and former public office holders. Minister of Finance Mohammad Yassar Berniyah previously announced the launch of an electronic mechanism designed to allow eligible retirees to submit requests and streamline the restoration of suspended pension payments.
