Syria Ministry of Energy Issues Tender for Mine Electrical Upgrades
The General Establishment for Geology and Mineral Resources, acting on behalf of the Syrian Ministry of Energy, has announced a new tender for the supply and installation of electrical transformers at critical mining sites. The project, which is being fast-tracked for the second time, aims to support pumping wells located at the Eastern Mines and the Khneifis phosphate mining facilities.
Interested bidders are invited to submit proposals for this infrastructure project, designated under tender number 014-M-2026. The official announcement for this procurement was issued on August 20, 2026, as part of ongoing efforts to stabilize and improve the operational capacity of the state’s mineral resource sector. The deadline for all submissions is the close of official business on August 31, 2026.
According to the tender requirements, the winning contractor will be tasked with the complete installation of the electrical systems within 30 calendar days of the formal commencement order. The project includes specific provisions for delay penalties, which are set at one-thousandth of the total contract value per day of delay, provided the cumulative penalty does not exceed 20 percent of the contract’s total value. Furthermore, a performance bond equivalent to 10 percent of the contract value is required from the successful bidder.
Prospective participants must submit their offers in two separate, sealed, and signed envelopes contained within a single outer package. The first envelope must include all necessary legal and financial documentation as required by the terms of reference, along with proof of the preliminary financial guarantee. This initial guarantee is set at 3,575 USD. The second envelope must contain the detailed financial offer. Submissions failing to include the preliminary bond in the first envelope will be automatically disqualified.
Documentation packages can be obtained from the offices of the General Establishment for Supply and Procurement, located in Damascus, opposite the General Establishment for Border Crossings and Customs. The cost for the tender file is set at 50 USD, with options available for digital payment via the Sham Cash system for those wishing to receive the documentation electronically.
This tender represents a targeted effort to maintain the mechanical and operational integrity of the Eastern and Khneifis mining areas, which are critical components of Syria’s extractive industry infrastructure. All bids must be delivered by hand to the designated office in Damascus by the specified deadline. The authorities have emphasized that no consideration will be given to offers that do not strictly comply with the outlined requirements.
