Damascus Workshop Outlines Roadmap for Syrian Judicial Reform

The High Judicial Institute in Damascus concluded a specialized workshop on Wednesday, held in collaboration with the Syrian Dialogue Center, titled “Judicial Reform Efforts in the New Syria: From Diagnosing Gaps to Treatment Priorities.” The event was attended by Minister of Justice Mazar al-Ways and the Public Prosecutor of the Republic, Judge Hassan al-Turba. The primary focus of the workshop was to establish practical mechanisms for developing and advancing the Syrian judicial system.
During the sessions, participants conducted a comprehensive evaluation of the current state of judicial institutions. The discussions focused on identifying existing gaps that hinder institutional performance and affect the effectiveness of litigation. Dr. Samir al-Jalloul, Deputy Dean of the High Judicial Institute for Administrative Affairs, stated that the workshop’s outcomes included the development of modern standards for reconstructing both the judicial and administrative bodies, aimed at enhancing institutional efficiency and integrity.
In his remarks, Dr. al-Jalloul emphasized that the proposed reform path is based on a phased vision. This includes identifying urgent interventions to address current imbalances in the short term, while establishing medium-term trajectories to ensure the sustainability of systemic changes. The recommendations also encompass a comprehensive review of the legislative and regulatory frameworks governing judicial work, with the goal of improving public access to justice and consolidating guarantees for fair trials.
Participants underscored the significance of improving judicial oversight and inspection mechanisms and reinforcing ethical standards. Furthermore, the workshop highlighted the need to create regular and effective communication channels between the judiciary, civil society, and relevant legal entities, a move expected to foster greater public trust in judicial performance.
This initiative is part of the Syrian Ministry of Justice’s efforts to implement structural reforms informed by extensive research into the challenges faced by the judicial sector in recent years. Organizers noted that the next phase will involve drafting an integrated executive framework to translate these recommendations into concrete action plans. These efforts are intended to strengthen the independence and effectiveness of the judiciary in line with current national requirements and future aspirations.
