Damascus Tender Issued for Alternative Energy System at Emergency Center

The General Supply Authority in Syria has announced an urgent tender for the supply and installation of an alternative energy system. The project is designated for the operations room located in the Kabbas building, specifically for the benefit of the Ministry of Emergency and Disaster Management.
This initiative is part of ongoing efforts by relevant authorities to enhance service infrastructure and ensure the continuity of operations within vital public facilities. The tender has been assigned the identification number (123-E-2026).
Interested parties must submit their bids by the close of the official working day on Wednesday, October 28, 2026. Submissions must adhere to all financial, legal, and technical requirements detailed in the tender specifications.
According to the published requirements, applicants are required to organize their bids into three separate envelopes—containing supporting documentation, technical proposals, and financial offers—housed within a single sealed envelope addressed to the General Supply Authority. The Authority emphasized that any bid lacking the necessary preliminary deposit receipt, which is set at 756,200 Syrian Pounds, will be automatically rejected.
Contracts awarded under this tender will be subject to strict conditions. Successful bidders must provide a final performance bond equivalent to 10% of the total contract value within 15 days of the award. The project execution period is set at 30 calendar days, commencing from the official date of the start-work order. Any delays in supply or implementation will result in a daily penalty of 0.001 of the total material value, with the total penalty amount capped at 20% of the contract value.
Interested parties can obtain the tender specifications from the headquarters of the General Supply Authority in Damascus for a fee of 50 US dollars, with an electronic payment option available via the “Sham Cash” system. Participants must ensure their bids remain valid for 60 calendar days, starting from the day following the close of the submission period.
This procurement is part of the broader strategy by the Ministry of Emergency and Disaster Management to modernize power systems in its critical facilities, aiming to bolster performance efficiency during emergencies.
