Damascus Issues Tender for Alternative Energy System for Emergency Ministry

The General Authority for Supply and Procurement in Syria has announced an urgent public tender for the supply and installation of an alternative energy system. The system is designated for the operations room located in the Kabbas building, serving the Ministry of Emergency and Disaster Management. This project is part of a broader effort by relevant authorities to bolster service infrastructure and ensure the continuity of critical facilities.
The tender, identified by the reference number 123-E-2026, sets a deadline for the submission of bids by the end of the official working day on Wednesday, October 28, 2026. Applicants are required to meet all financial, legal, and technical conditions outlined in the tender documents.
Prospective bidders must submit their proposals in three separate, sealed envelopes containing their identification documents, technical proposal, and financial offer. These must be enclosed within a single outer envelope addressed to the General Authority for Supply and Procurement. The Authority emphasized that any bids lacking a receipt for the initial security deposit—set at 756,200 Syrian Pounds—will be automatically rejected.
Contracts awarded under this tender are subject to strict terms. Successful bidders must provide a final performance bond equal to 10% of the total contract value within 15 days of the award. The project implementation period is set at 30 calendar days, commencing from the official order-to-proceed date. In the event of delays in supply or implementation, a penalty of 0.001 of the total material value will be applied for each day of delay, provided that the total penalty does not exceed 20% of the contract value.
Interested parties may obtain the tender documentation from the General Authority for Supply and Procurement headquarters in Damascus for a fee of 50 USD. Electronic payment options are available through the “Sham Cash” system. All bidders must maintain the validity of their offers for a period of 60 calendar days, starting from the day following the deadline for bid submissions.
This initiative is part of ongoing efforts by the Ministry of Emergency and Disaster Management to modernize power systems in vital centers, ensuring operational efficiency during emergency situations.
