Aleppo Officials Discuss Enhancing Financial Oversight and Reform

The Head of the Central Agency for Financial Supervision, Mohammed Omar Qadid, held a strategic meeting with the Governor of Aleppo, Azzam Al-Gharib, on Monday to discuss the current state of financial oversight in the province and explore avenues for its development. The session underscored the necessity of reinforcing the role of institutional supervision to ensure the protection of public funds and the improvement of administrative performance across the governorate.

According to an official statement issued by the Central Agency for Financial Supervision, the discussions focused on the latest developments regarding the agency’s future strategic plans. A primary theme of the meeting was the transition toward modernizing oversight methodologies. The agency aims to shift away from traditional auditing techniques in favor of a risk-based supervision model. This approach is designed to increase operational efficiency by concentrating resources on sectors and processes that present the highest risks to public assets.

The meeting also addressed a range of specific financial files and operational cases identified within the current administrative landscape. Both officials discussed mechanisms for addressing these issues as part of a comprehensive work plan for 2025. This initiative is aimed at moving beyond simply identifying infractions to actively resolving the root causes of financial irregularities, thereby reducing the likelihood of their recurrence in the future.

During his visit to the governorate, Qadid emphasized the readiness of the central agency to provide technical support and assistance to local entities. The objective is to enhance the professional capacity of public institutions, streamline financial management practices, and elevate the overall level of transparency within the province’s administrative bodies.

For his part, the Governor of Aleppo, Azzam Al-Gharib, highlighted the critical importance of fostering robust cooperation between local authorities and the Central Agency for Financial Supervision. He noted that integrating the findings and recommendations from oversight activities is essential for optimizing administrative and financial performance. Al-Gharib stressed that these efforts are vital for improving the quality of institutional work and ensuring the effective protection of public resources.

The visit is part of a broader, ongoing strategy by the Central Agency for Financial Supervision to strengthen direct engagement with governorates and executive bodies across Syria. By fostering closer coordination, the agency seeks to elevate the standard of oversight, ensuring it serves as a constructive tool for correcting performance and maintaining fiscal responsibility in state-affiliated organizations.
