Administrative Reconstitution of Property Records in Zamalka Announced

The Real Estate Interests Directorate in Rif Dimashq has officially announced the commencement of administrative reconstitution procedures for property records that were damaged in the Zamalka real estate area, which is administratively under the jurisdiction of the Arbin region.

This initiative is part of ongoing government efforts to address the issue of damaged property documentation. The primary objective is to safeguard citizens’ rights by establishing reliable, official alternatives for records that have been lost or destroyed. The scope of these reconstitution decisions includes a range of properties, plots, and annexes situated within the geographical boundaries of the Zamalka area.

Administrative reconstitution is a specialized legal and technical process managed by relevant government authorities, most notably the Real Estate Interests Directorate. Its purpose is to reconstruct the property database and ensure that citizens’ ownership records are accurately rebuilt and updated.

The Directorate General of Real Estate Interests has advised citizens to monitor its official social media accounts for updates regarding the publication of these decisions in the Official Gazette. The publication in the Official Gazette marks the beginning of a specific 15-day legal period. During this window, affected parties have the right to submit objections or appeal the decisions before the Court of First Instance that holds jurisdiction over the relevant property location.

To ensure transparency and facilitate public access, the Directorate has made the relevant tables and decision details available for review via a dedicated electronic link: https://recon.gdca.gov.sy/. Additionally, citizens may visit the Real Estate Interests Department in the city of Arbin to obtain information or seek clarification regarding the procedures directly.

These measures are part of a regulatory framework intended to protect real estate ownership and ensure legal stability. The authorities are placing particular emphasis on areas where previous conditions led to the destruction of paper records. This initiative aligns with broader efforts to digitize and document property records, aiming to overcome the archival challenges faced by certain regions in recent times.
