Syrian Higher Education Ministry Issues Nursing School Decree Rules

The Ministry of Higher Education and Scientific Research issued executive instructions on Wednesday regarding the provisions of Decree No. 180 of 2026. This decree concerns nursing schools affiliated with the ministry at public universities, aimed at providing students who have exhausted their academic opportunities with additional chances to complete their education.
Under the new instructions, students at nursing schools in Damascus, Aleppo, and Latakia are permitted to sit for examinations as external students for one exceptional academic year during 2026-2027. This provision applies to students who have exhausted their allotted examination attempts—whether internal or external—or who were dismissed due to absence between the 2010-2011 and 2025-2026 academic years. This eligibility remains regardless of whether the student benefited from previous exceptional exam rounds.
Students who do not utilize the provisions of this decision will not be granted an alternative round or an additional academic year for any reason. Furthermore, those covered by the decree are required to repeat coursework, practical examinations, or their equivalents, and must adhere to the attendance regulations mandated by their respective nursing schools.
Regarding academic requirements, the instructions stipulate that students must sit for exams according to their school’s established systems. Courses introduced after a student has exhausted their initial registration opportunities will be considered non-failing subjects for one academic year only.
Additionally, the decision mandates that covered students pay the tuition fees specified for the 2025-2026 academic year. Students must also ensure they register within the designated timelines established for returning students at nursing schools during the 2026-2027 academic year.
This follows the issuance of Decree No. 180 on the fourth of this month by Syrian President Ahmed Al-Sharaa. The decree grants an exceptional academic year for 2026-2027 to students who have exhausted their examination or failure-limit opportunities. These provisions apply to nursing schools in public universities, as well as students at institutes under the supervision of the Supreme Council for Technical Education within the Ministry of Higher Education and Scientific Research.
