Tender Announced for Ministry of Local Administration Data Center

The General Authority for Supply and Procurement has officially announced a call for bids to secure a storage system and the necessary technical equipment for the central data center of the Ministry of Local Administration and Environment. This initiative is part of broader government efforts to bolster technical infrastructure and enhance national data centers, with project execution mandated to follow a principle of total efficiency and speed.

The tender, assigned reference number (138-C-2026), sets a submission deadline of the end of the official working day on Sunday, November 8, 2026. Participants are required to submit their bids in three separate sealed envelopes: one containing identification documents, one for the technical proposal, and one for the financial offer. The Authority emphasized that the inclusion of the initial bid bond receipt in the first envelope is mandatory; failure to provide this will result in the immediate rejection of the bid.

According to the published terms, the initial bid bond for this project is set at 200,000 Syrian pounds. The final performance bond is established at 10% of the total contract value. The project timeline for implementation is 60 calendar days, beginning from the date the work commencement order is issued. The terms also include a penalty clause for delays, stipulating a fine of 0.001 of the total value of the materials for each day of delay, provided that the total penalty does not exceed 20% of the overall contract value.

Interested parties may obtain the tender documentation from the General Authority for Supply and Procurement office in Damascus. The cost per set of documents is 50 US dollars, with an electronic payment option available via the “Sham Cash” service. Submitted proposals will remain valid and binding for a period of 50 calendar days, starting from the day following the expiration of the bid submission deadline.

This project reflects the commitment of the Ministry of Local Administration and Environment to modernize its technical systems, aimed at increasing the efficiency of administrative and service operations across Syrian state institutions.
