Syria Justice Minister: Arrest of Ali Kayali Underscores Accountability

Syrian Justice Minister Mazhar al-Wais has announced that the recent apprehension of Ali Kayali, also known as “Meraj Ural,” represents a major achievement for Syrian state institutions. The move highlights the government’s firm commitment to pursuing all individuals implicated in crimes and violations against the Syrian people.
In a statement shared via the platform “X,” Minister al-Wais emphasized that this action serves as a clear message that the policy of impunity will have no place in Syria. He affirmed that the state is proceeding with its judicial agenda to ensure justice for victims, regardless of how much time has passed since the crimes were committed. The Minister noted that this judicial path is intended to build a secure and stable nation founded on the rule of law, where citizens can live in dignity.
Adding to this, Abdel Basset Abdel Latif, head of the National Commission for Transitional Justice, stressed the importance of the arrest as a central development in the pursuit of justice. He reiterated that crimes committed in the past are not subject to statutes of limitations and that the state remains committed to upholding the rights of victims and bringing perpetrators to justice.
Syrian General Intelligence authorities had previously announced the successful capture of Kayali as he attempted to flee across the border. Kayali is identified as one of the primary figures responsible for a series of severe crimes. Foremost among these are the 2013 massacres in the towns of al-Bayda and Ras al-Nabaa in Baniyas, which resulted in the deaths of hundreds of civilians, including women and children, and involved acts of genocide against entire families.
Furthermore, investigations have revealed Kayali’s involvement in planning the May 2013 bombing in the Turkish town of Reyhanli. That incident caused the deaths of 53 people, injured dozens more, and resulted in extensive material damage.
These developments occur at a time when the Syrian state is prioritizing the justice file and the pursuit of individuals responsible for orchestrating instability and grave violations over the past several years.
