Deir ez-Zor Hosts Seminar on Social Contract and Citizenship

The Deir ez-Zor Governorate auditorium hosted a comprehensive intellectual lecture on Saturday titled “The Syrian State of Citizenship and the Social Contract,” featuring Syrian thinker and writer Mohieddin Al-Lazkani.
The event, organized by the Deir ez-Zor Directorate of Culture, drew a significant audience, including a prominent group of intellectuals, social figures, and representatives from civil society organizations. The seminar was held as part of ongoing efforts to foster public dialogue regarding the foundational pillars of the Syrian state and its future prospects.
In a statement during the event, Al-Lazkani explained that the lecture focused on illuminating the concept of citizenship and its central importance in the state-building process. He emphasized that a social contract serves as the essential foundation for regulating the reciprocal relationship between citizens and state institutions. Al-Lazkani further asserted that strengthening values of national belonging and equality necessitates the activation of genuine community participation and the development of constructive dialogue mechanisms.
Addressing the current stage of national development, the lecturer stressed that the country must prioritize competence as a fundamental criterion for work and responsibility. He called for the consolidation of a culture of freedom of opinion and expression, conducted within the framework of national responsibility and constructive discourse. Furthermore, he highlighted the vital role of civil and cultural society as a primary partner in supporting this trajectory and stimulating public debate concerning the future of the state.
The audience engaged actively with the topics presented, participating in an open discussion that explored the horizons of the Syrian state and the role of the individual in helping to shape a future vision that bolsters the values of citizenship and shared responsibility.
This seminar takes place within the context of a growing cultural movement currently unfolding in the Deir ez-Zor Governorate. This trend has been reflected in a series of awareness-raising events and heritage exhibitions, including the “Euphrates Heritage” exhibition in Al-Kasrah and various material heritage displays held in Deir ez-Zor. These initiatives aim to enhance community awareness and cement the role of cultural and civil dialogue as an effective tool for presenting visions and ideas related to the future of the Syrian state and its institutions.
