Tender Announced for Medical Supplies for Idlib University Hospital

The General Authority for Supply and Procurement has announced a new tender, identified as (085 – M – 2026), to secure essential medical supplies for Idlib University Hospital on behalf of the Ministry of Higher Education and Scientific Research. This initiative is part of ongoing efforts to bolster the healthcare sector and ensure the continued provision of medical services at university hospitals.
The Authority has established strict technical and financial criteria for participation. Interested bidders are required to submit their proposals in two separate envelopes, which must be enclosed within a single, sealed, and signed outer package addressed to the General Authority for Supply and Procurement. This package must clearly display the tender number and the submission date, which is set for September 30, 2026.
The first envelope must contain all required supporting documentation and a receipt for the initial bid bond. The second envelope is to be reserved exclusively for the financial offer. The Authority emphasized that any proposal lacking the initial bid bond receipt in the first envelope will be automatically rejected.
The initial bid bond for this tender is set at 500,000 Syrian Pounds, to be provided in accordance with the Authority’s financial and legal terms and conditions. The final performance bond is fixed at 10% of the total value of the contract concluded with the requesting entity. Furthermore, the conditions stipulate a delay penalty of one-thousandth of the value of the materials per day of delay, provided that the total penalty does not exceed 20% of the contract value.
Regarding the implementation schedule, the Authority has set a period of 60 calendar days for completion, beginning from the date of the issuance of the work commencement order. Bidders are required to maintain the validity of their offers for a period of three months, starting from the day following the deadline for bid submissions. The final deadline for accepting offers is the end of the official working day on Wednesday, October 21, 2026. All final deliveries of materials must be made to the pharmacy warehouse of Idlib University Hospital.
