Health Ministry Announces Second Tender for Dialysis Supplies

The General Authority for Supply and Procurement has announced a second call for price quotations to supply a range of dialysis-related medical products for the Syrian Ministry of Health. This initiative is part of ongoing efforts to ensure the consistent availability of essential medical supplies, with the tender designated as a priority to guarantee that materials are obtained in a timely manner.
The tender, officially numbered (043-C-2026) and dated September 16, 2026, covers items from the third through the eighth categories of dialysis supplies. All procurement will be conducted in strict accordance with the technical specifications and conditions outlined in the tender documents prepared by the relevant authorities.
Several general conditions have been established for participation. The initial bid bond is set at 740,000 Syrian Pounds, which must be apportioned according to each item as detailed in the financial and legal tender documents. The successful bidder will be required to provide a final performance bond equivalent to 10% of the total contract value, payable within 10 days from the date of the contract award notice.
Regarding the contract execution, the authority has stipulated a one-year completion period starting from the date of the work commencement order. Failure to adhere to the designated timelines will result in the imposition of late penalties. These fines are set at one per thousand of the material value for each day of delay, subject to a maximum cap of 20% of the total contract value. Furthermore, participants must ensure their offers remain valid for 90 calendar days, commencing the day after the deadline for submission.
The Damascus Hospital warehouse has been designated as the official site for the delivery of the contracted materials. Prospective participants must submit their offers in three separate envelopes—containing supporting documentation, the technical proposal, and the financial proposal, respectively—all enclosed within a single sealed and signed envelope. The tender number and date must be clearly indicated on the exterior. The authority emphasized that any bids lacking the receipt for the initial bid bond within the first envelope will be rejected.
Tender documents are available for purchase at the General Authority for Supply and Procurement headquarters in Damascus for a fee of 1,000 Syrian Pounds, with payment options including electronic transfer via the “Sham Cash” account. The deadline for the tender is the close of official business on Sunday, September 27, 2026. Submissions must be delivered by hand to the authority’s office in Damascus. Interested parties may obtain further information by contacting the authority via telephone or by scanning the barcode associated with the “Sham Cash” service.
