Damascus Children’s Hospital Announces Tender for Medical Oxygen

The General Authority for Supply and Procurement has announced a new tender for the supply of medical oxygen in cylinders to the Children’s Hospital in Damascus, which operates under the Ministry of Higher Education and Scientific Research. This notice marks the second time the project has been put out for tender, with the Authority emphasizing the need for urgent implementation in accordance with the technical specifications and conditions outlined in the tender dossier (No. 045-E-2026), issued on September 9, 2026.

Financial requirements for the tender include an initial deposit of 330,000 Syrian pounds, to be paid in compliance with the financial and legal terms specified in the dossier. The final insurance deposit is set at 10% of the total contract value and must be paid within 10 days of the contract award date. The agreement includes a penalty clause for delays, stipulating a fine of 0.1% of the material value for each day of delay, provided that the total fines do not exceed 20% of the contract’s total value. The project is scheduled to run for a duration of one year, effective from the date of the commencement order.

Regarding bid commitment, applicants must remain bound by their offers for a period of 90 calendar days, starting from the day following the end of the submission period. The deadline for receiving bids is the end of the official working day on Thursday, September 17, 2026. The Authority has designated the premises of the Children’s Hospital warehouses as the location for the delivery of materials.

Submissions must be presented in three separate envelopes—containing the supporting documentation and the deposit receipt, the technical offer, and the financial offer—all placed within a single sealed and signed outer envelope. The Authority stressed that any bid lacking the initial deposit receipt in the first envelope will be automatically rejected. Furthermore, bids that do not meet the specified requirements will not be considered.

Interested parties may obtain the tender dossier by visiting the offices of the General Authority for Supply and Procurement in Damascus, located at the former Free Zones General Organization building, opposite the General Authority for Ports and Customs building. The cost of the dossier is 50 USD. Alternatively, the Authority has provided an electronic payment option via the “Sham Cash” application, allowing for digital procurement of the file by contacting the dedicated support numbers.
