Tender Announced for Solar Energy Systems for Syrian Agriculture Ministry

The General Authority for Supply and Procurement in Syria has announced a new internal tender, numbered 072-E-2026, for the supply, installation, and operation of photovoltaic energy systems. The project is intended to support the General Establishment for Fodder, which operates under the Syrian Ministry of Agriculture. This initiative is part of broader efforts to strengthen the energy infrastructure within state institutions.
The tender invitation outlines several standard requirements for prospective bidders. Participants are required to provide an initial deposit of 400,000 Syrian Pounds. Following the awarding of the contract, a final performance bond equivalent to 10% of the total contract value must be paid within 10 days of the notification date. The terms also include a penalty clause for delays, stipulating a fine of 0.001 (one per thousand) of the material value for each day of delay, capped at a maximum of 20% of the total contract value.
The project has a defined completion timeline of 60 calendar days, effective from the date of the formal commencement order. Furthermore, bidders are obligated to maintain the validity of their proposals for 60 calendar days, starting from the day following the deadline for bid submissions. The authority requires that all proposals be submitted in three separate envelopes—containing supporting documentation, a technical proposal, and a financial proposal—all enclosed within a single signed and sealed envelope. The authority stressed that the initial deposit receipt must be included in the first envelope; failure to comply with this requirement will result in the rejection of the bid.
Interested parties may obtain the tender documentation from the General Authority for Supply and Procurement office in Damascus, located in the former General Organization for Free Zones building. The cost for the documentation is 50 US dollars, with the option to complete the payment electronically via the “Sham Cash” account. The deadline for submitting proposals is the close of the official business day on Tuesday, September 15, 2026. The authority has explicitly stated that any proposals failing to meet the required financial and legal conditions will not be considered.
