Syria and Egypt Discuss Urban Development and Technical Cooperation
Syria’s Minister of Public Works and Housing, Mustafa Abdul Razzaq, has concluded a series of high-level meetings in Cairo aimed at strengthening bilateral cooperation with Egypt in the fields of urban development and infrastructure. The visit, which included meetings with Egypt’s Minister of Housing, Utilities, and Urban Communities, Randa El-Menshawy, focused on establishing institutional channels to facilitate technical knowledge exchange and support Syria’s ongoing reconstruction and recovery efforts.
The discussions highlighted a shared interest in modernizing urban planning frameworks. Both sides explored mechanisms to collaborate on the creation of new urban communities, the management of public utilities, and the development of sustainable infrastructure. The delegation, which included the Syrian Ambassador to Egypt, Yahya Diab, emphasized the importance of leveraging regional expertise to address the complex challenges posed by the destruction of urban areas during the Syrian conflict.
A significant component of the visit involved an extensive tour of Egypt’s Urban Development Fund. During a meeting with the head of the fund and assistant to the Egyptian Minister of Housing, Khaled Siddiq, Minister Abdul Razzaq examined the methodologies used by Egypt in rehabilitating informal settlements and revitalizing degraded urban environments. These discussions centered on the technical and administrative strategies required to restore the urban fabric, including asset management and the preservation of resident rights during large-scale urban interventions.
Minister Abdul Razzaq underscored that Syria’s vision for reconstruction extends beyond mere physical building. He noted that the recovery process must prioritize the restoration of social and economic life, the improvement of service delivery, and the creation of stable environments that foster long-term development. The Syrian delegation expressed a keen interest in adapting the Egyptian model to suit the specific legal and social requirements of affected regions within Syria.
In response, the Egyptian representatives provided insights into the operational life cycle of their projects, from identifying targeted areas and prioritizing interventions to securing sustainable financing models. The two sides agreed on the necessity of maintaining ongoing dialogue between their respective technical teams to translate these lessons into actionable programs. This cooperation is viewed as a vital step in the ministry’s broader strategy to utilize regional experiences to overcome the challenges of urban planning and infrastructure development in the post-conflict era.
