Syria Presents Institutional Reform Roadmap at Oman Conference
Syria’s Minister of Administrative Development, Mohamed Hassan al-Sakkaf, participated as a keynote speaker at the 25th Annual Conference on the Readiness of Governments for a Sustainable Future, currently being held in Salalah, Sultanate of Oman. During the session, the Minister presented a comprehensive overview of the Syrian Arab Republic’s experience with institutional reform, delivered under the title “From Building Institutions to Building the Future: The Institutional Transformation Roadmap in the Syrian Arab Republic.”
The presentation highlighted the core vision adopted by the Ministry of Administrative Development, which marks a significant shift from localized, piecemeal administrative fixes toward the creation of an integrated institutional framework. Minister al-Sakkaf detailed several pillars of this strategy, emphasizing the necessity of updating legislative and organizational structures, enhancing human resource management, and improving the overall efficiency of public institutions. A key component of this approach involves strengthening leadership capabilities and fostering a culture within the public sector that prioritizes performance and measurable results.
Addressing the conference attendees, the Minister noted that the readiness of government institutions for future challenges is inherently linked to their capacity for adaptation. He underscored the importance of efficiently utilizing existing resources and specialized talent, noting that building a more flexible institutional environment requires evidence-based decision-making. The annual conference, which began on Tuesday and is organized by the Omani Ministry of Labor in collaboration with the Arab Administrative Development Organization of the Arab League, serves as a platform for Arab ministers, senior officials, and policy experts to exchange insights on the future of governance. The event covers a broad range of critical topics, including the future of government leadership, the development of professional competencies, digital transformation, and the role of international partnerships in strengthening public sector operations.
