Damascus Hosts Official Talks to Strengthen Legal and Judicial Systems

DAMASCUS — The Syrian capital has hosted a series of high-level official meetings between the People’s Assembly and the Ministry of Justice, focused on advancing the national legal system and strengthening coordination between the legislative and judicial branches of government. These efforts are part of a broader, collaborative initiative to drive institutional reform and integrate the roles of the institutions responsible for drafting and enforcing the law.

In a meeting held at the People’s Assembly, Speaker of the Assembly Hammoudeh Sabbagh and Minister of Justice Moataz Qutom met to discuss mechanisms for formalizing the relationship between the two authorities. The objective is to increase the effectiveness of the legislative process. Both sides emphasized the importance of complementary roles between relevant agencies to uphold the rule of law, protect citizens’ rights, and support judicial reforms aimed at ensuring swift and efficient justice.

Separately, the Minister of Justice conducted an expanded meeting with the head and members of the People’s Assembly’s Constitutional and Legislative Affairs Committee. During this session, the parties reviewed and assessed several proposed draft laws. The Ministry of Justice stated that these consultations are designed to ensure that all legal texts are consistent with the constitutional declaration. The process aims to maintain the quality of legislation prior to enactment, aligning with national goals for updating the legal framework.

Discussions also covered the legal requirements necessary for modernizing judicial operations and developing tools that contribute to the protection of public rights and freedoms. These meetings follow recent collaborative efforts within the government. Notably, on October 20, the President of the Supreme Constitutional Court, Issam Al-Khalif, held a similar meeting with the Constitutional and Legislative Affairs Committee to discuss oversight frameworks regarding the constitutionality of laws and to bolster inter-institutional cooperation.

These official meetings reflect a growing trend toward the institutionalization of legal and legislative work. By fostering collaboration between state bodies, the government aims to ensure that legislation remains responsive to current requirements, thereby strengthening the stability of judicial institutions and enhancing public confidence in the national legal system.
