General Authority for Supply and Procurement Announces Pipeline Tender

The General Authority for Supply and Procurement has officially announced a new internal tender for the supply of galvanized iron pipes intended for use by the Ministry of Energy. This procurement initiative is part of an ongoing effort to support infrastructure requirements within the energy sector, following established technical and financial specifications.
The tender, officially identified as No. 071-E-2026, was issued on August 11, 2026. Interested parties are invited to submit their bids in accordance with the detailed terms and conditions outlined in the official tender documents. These documents, which provide the comprehensive scope of work and technical requirements, can be obtained from the offices of the General Authority for Supply and Procurement, located in the building formerly housing the General Establishment for Free Zones, opposite the General Authority for Ports and Customs in Damascus.
Applicants are required to pay a fee of $50 to acquire the tender dossier. The authorities have noted that payment can be facilitated through the Cham Cash platform, and the dossier can be obtained electronically by contacting the designated office.
The submission process requires the preparation of three separate envelopes—containing the legal documentation and primary security deposit, the technical proposal, and the financial offer—all placed within a single sealed and signed outer envelope. The outer package must be clearly addressed to the General Authority for Supply and Procurement and must reference the specific tender number and date.
Financial requirements for the bid include a primary security deposit of 847,296 Syrian Pounds, which must be included in the first envelope to ensure the bid remains valid. A final performance bond, amounting to 10% of the total contract value, will be required from the winning bidder, payable within 30 days of the contract award. The contract includes a penalty clause for delays, set at 0.001 of the total value per day, capped at 20% of the overall contract value.
The project timeline stipulates a 60-day completion period following the issuance of the notice to proceed. Bidders must maintain the validity of their offers for a period of 90 calendar days following the submission deadline. The deadline for all formal submissions is the end of the official working day on Monday, August 31, 2026.
Upon successful procurement, the galvanized iron pipes are to be delivered to the warehouses of the General Company for Drinking Water and Sanitation in Homs Governorate. The authority has emphasized that bids not strictly adhering to these procedural requirements will not be considered.
