Ministry of Agriculture Announces Tender for Solar Power Projects
The General Authority for Supply and Procurement in Damascus has announced an internal tender for the supply, installation, and operation of photovoltaic solar energy systems intended for the General Establishment for Fodder, which operates under the authority of the Syrian Ministry of Agriculture. The project, identified as tender number 072-E-2026, was officially announced on August 11, 2026.
According to the tender documents, interested bidders must submit their proposals in three separate envelopes—legal, technical, and financial—all enclosed within a single sealed and signed package. The package must be addressed to the General Authority for Supply and Procurement and clearly marked with the specific tender number and date. A mandatory initial deposit of 400,000 Syrian Pounds must be included in the first envelope for a bid to be considered valid. Failure to provide this deposit will result in the immediate disqualification of the offer.
The project timeline stipulates a 60-day execution period, which will commence from the date of the official order to proceed. Successful contractors are required to provide a final performance bond equivalent to 10% of the total contract value, payable within 10 days of the contract award. The terms also include a penalty clause for delays, set at 0.001 of the total contract value for each day of delay, provided that total penalties do not exceed 20% of the overall project cost. Participants are also expected to remain committed to their submitted bids for 60 calendar days following the submission deadline.
Entities interested in participating can obtain the necessary bidding documents from the offices of the General Authority for Supply and Procurement, located in the former General Establishment for Free Zones building, opposite the General Authority for Ports and Customs in Damascus. The cost for obtaining the bidding file is set at 50 USD, which can be processed electronically via the ‘Sham Cash’ payment platform. The deadline for all submissions is the close of official business on Tuesday, September 1, 2026. Proposals must be delivered in person to the Authority’s offices in Damascus.
