Tartus: Bodycams Introduced for Market Inspection Patrols

As part of the Ministry of Internal Trade and Consumer Protection’s ongoing efforts to modernize inspection tools and embrace digital transformation, the Directorate of Internal Trade and Consumer Protection in Tartus has officially begun utilizing body-worn cameras during field patrols. This initiative is designed to document inspection activities, track violations, and electronically archive all official procedures. The implementation aims to bolster transparency and safeguard the rights of all involved parties, including inspectors, business owners, and consumers.
Ibrahim Dughaim, Assistant Director of Internal Trade in Tartus, explained that this technology aligns with the Ministry’s strategic direction to update its oversight mechanisms. The cameras allow for the digital documentation and archiving of inspection rounds, which helps mitigate potential malpractice, such as instances of extortion or bribery. Dughaim noted that this measure complements the previously implemented QR code system, which is already in use for all commercial businesses in the province. The move is intended to streamline the regulatory system, organize procedures, and ensure precise documentation.
Supporting this shift, consumer protection inspector Hussein Ramadan stated that the use of these cameras provides a reliable record of events in the field. He emphasized that the technology enhances transparency, protects inspectors in the event of complaints, and upholds the rights of business owners by discouraging improper practices. Ramadan stressed that such documentation allows for an objective and evidence-based evaluation of the actions taken within the marketplace.
The initiative has been met with approval from the local business community. Ibrahim Hamoud, manager of the Mar Elias cooperative bakery, noted that the adoption of cameras reflects a positive trend toward building trust between merchants, inspectors, and employees. He expressed hope that these procedural developments will continue, as they facilitate daily operations and enhance the overall efficiency of regulatory performance.
This initiative underscores the Ministry’s commitment to raising the level of accountability within consumer protection patrols. By maintaining constant and accurate electronic documentation of field actions, the Ministry aims to strike a balance between shielding consumers from potential market manipulation and protecting the rights of merchants.
