New Tender Announced for Currency Counting Machines

The General Authority for Supply and Procurement has officially announced a new internal tender for the supply, installation, and operation of currency counting and detection machines for the Ministry of Finance in the Syrian Arab Republic. This is the second time the tender, registered under number (055-E-2026), has been issued under the urgent procurement process, in accordance with the specific terms outlined in the tender documents.
Financial requirements for the tender mandate a preliminary deposit of 1,923,570 Syrian Pounds, payable to the General Authority for Supply and Procurement. Bids will be rejected if proof of this payment is not included within the first envelope. Successful bidders will be required to provide a final guarantee equivalent to 10% of the total contract value, which must be settled within 10 days of the contract signing date.
Regarding implementation, the issuing authority has established a daily delay penalty of 0.001 of the total contract value for each day of delay, provided that the cumulative penalty does not exceed 20% of the total contract value. Bidders are required to clearly specify the duration for supply, installation, and operation. In the evaluation process, priority will be given to proposals offering the shortest timelines. Furthermore, all submitted bids must remain valid for a period of 120 calendar days, starting from the day following the deadline for submission.
Submissions must be organized into three separate envelopes—containing supporting documentation, the technical proposal, and the financial proposal—all of which must be placed inside a single sealed envelope. This outer package must be addressed to the General Authority for Supply and Procurement and clearly marked with the tender number and the announcement date of October 4, 2026. Proposals must be delivered by hand to the Authority’s headquarters in Damascus, located in the former Free Zones Establishment building, opposite the General Authority for Ports and Customs.
The final deadline for the submission of bids is the close of official business on Tuesday, October 13, 2026. Parties interested in obtaining the tender documents may visit the Authority’s headquarters in Damascus and pay a fee of 50 USD. Alternatively, electronic payment is available via the “Sham Cash” account, and the files can be obtained digitally by contacting the designated numbers. The Authority emphasized that any proposals failing to meet the specified requirements will not be considered.
