New Tender Announced for Medical Supplies at Al-Biruni University Hospital

The General Authority for Supply and Procurement has officially announced a new internal tender for the procurement of essential medical supplies, specifically transparent micro-drips, for the Al-Biruni University Hospital in Damascus. The hospital operates under the oversight of the Ministry of Higher Education and Scientific Research.

This initiative is part of an ongoing effort by Syrian government institutions to secure necessary medical supplies, ensuring the continued provision of healthcare services to patients in university-affiliated hospitals.

The tender, assigned reference number (098-E-2026), sets the deadline for bid submissions at the close of the official working day on Wednesday, September 30, 2026. Participants are required to submit their bids in three separate sealed envelopes: one containing supporting documentation, one for the technical proposal, and one for the financial proposal. The authority emphasized that the receipt for the initial deposit must be included in the first envelope; failure to comply with this requirement will result in the automatic rejection of the bid.

Regarding the financial and contractual terms, the authority has set the final deposit at 10% of the total contract value, which must be paid within ten days from the date of the award. The contract includes a penalty clause for delays, stipulating a fine of 0.001 of the material value for each day of delay, provided that the total penalties do not exceed 20% of the contract value. The project implementation period is six months, beginning from the official commencement order. Furthermore, bidders are required to maintain the validity of their offers for 180 calendar days, starting from the day following the end of the submission period.

Interested parties may obtain the tender documents from the General Authority for Supply and Procurement headquarters in Damascus for a fee of 50 USD. Digital copies are also available through the “Sham Cash” electronic payment service. The authority noted that all deliveries are to be made to the warehouses of Al-Biruni University Hospital in Damascus. Bidders are urged to strictly adhere to all technical and legal requirements specified in the tender documents, as incomplete or non-compliant bids will not be considered. This procurement is part of the ongoing administrative and logistical operations aimed at supporting the government health sector and ensuring the availability of medical supplies in specialized university centers.
